How much will it cost to respond?

The cost depends on the basis of the rejection. For routine matters the cost could be as low as $500. For more complicated matters the costs can be higher, for example if it is necessary to analyze earlier patents the cost could be as high as $3000.

Will you be able to overcome the rejection?

Technical rejections can be overcome in almost all circumstances. If the Examiner has rejected your case due to similarity with earlier patents, pursuant to Section 103, the probability of success depends on the invention and the prior art cited by the Examiner.

How much time to I have to respond to the U.S. Patent Office?

For most cases you have three months to respond to the Patent Office. The deadline can be extended by another three months, but the cost of the extension increases each month.
